I'm assuming Rivatuner has a blank overlay which could be configured to show Framerates or Resource usage. Since I don't have the game on Steam, just Uplay, it wasn't the steam overlay. Force closing this with the task manager and starting AC: O let me access the overlay. Rivatuner had another process running which wasn't shown in the symbol bar, some sort of "hooking" program.
